I am developing a toner/essence formulation intended to be like a 'water essence' but with slight viscosity for easier application. I have the following formula and would like to know if there are any potential issues.

My target pH for the formula is 3.5, but I haven't added a pH adjuster yet as I'm unsure what the pH will be after mixing the ingredients. I understand that Witch Hazel (Alcohol Free, Paraben Free) Plus Allantoin contains a preservative, but I'm not sure if it's sufficient. Can I omit Phenoxyethanol SA (eq. Optiphen Plus)?
