Toner pH for Exfoliation and Faster Drying
Question
I would like to know the lowest usable pH for a toner that is used daily, morning and evening.
I made a toner and added Lactic Acid. I tested the pH with litmus paper, and the top section shows a green color similar to the second section of pH 6. Based on the orange color in the second section, I estimate the pH to be around 3-4. Is this pH usable for daily morning and evening application? If not, how can I fix it? I don't want to discard it.
Also, if I want the toner to dry quickly without making the skin dry, what ingredient should I add instead of some water?

Regarding the pH level for your toner containing Lactic Acid used daily, a pH between 3 and 4 is effective for Lactic Acid to perform its exfoliating function.
