I'd like to share an article from the FDA (attached PDF). Please look at the end of page 4, there's something interesting.

Imported sunscreens with high SPF claims seem to have SPF values that deviate more than Thai products. They claim high SPF but use very little sunscreen filters.

They aren't lying (seriously, not joking), but the testing method is different.

Could you explain why this happens and what factors in formulation affect SPF values?
