Dissolving Pure-Phloretin

After dissolved in the formula, use 2% Phloretin and then it looks like this, that is, it dissolves and is not transparent. Is it normal?

I saw that the company stated that solubility: dispersed in the formula. insoluble in water and cannot be dissolved in oil It came out as shown in the picture, it should be correct.

Hello Phloretin to blend until dispersed in the formula, cream, serum or gel. It does not dissolve until clear.
