I want to make a water base perfume spray. I would like to ask if Glycerin 99.5% and Propanediol (1,3- Propanediol ) (Natural) can be used as a solvent for both types or not. If both are different, how are they? some
1. Which one of these 2 has a smell?
2. Which one is a better solute?

can not do Perfume cannot dissolve in water and Glycerin .
Some perfumes can be dissolved in 1,3- Propanediol , but when there is water in the formula there will be a problem

Another question, please. Is there any emulsifier that can be mixed with perfume oil and water?

Flora Solve Clear , using at the rate of about 3-4 times of perfume.
It should not contain more than 5% perfume.
